Security measures for state visit by H.E. Mr Xi Jinping, President of the People’s Republic of China

On 24 March, H.S.H. Prince Albert II of Monaco will host H.E. Mr Xi Jinping, President of the People’s Republic of China, for a state visit.

The Chinese President’s visit follows H.S.H. Prince Albert II’s state visit to China on 6 September 2018.

To ensure the success of this exceptional event and prevent any risk of a breach of public order that could interfere with the arrangements or the Chinese delegation’s travel around Monaco, increased security measures are being put in place.

The Prince’s Government is counting on the understanding of all residents in this matter, and asks for their support to ensure that the visit is a complete success.

Two ministerial decrees, No. 2019-225 and No. 2019-226, dated 13 March 2019 and published in Journal de Monaco No. 8.425, dated 15 March 2019 (see www.journaldemonaco.gouv.mc), set out all of the public safety measures that have been taken.

These extraordinary administrative policing measures cover:

–          A ban on parking vehicles in the streets listed in Ministerial Decree No. 2019-225, dated 13 March 2019. This ban will be in force from 11 pm on Friday 22 March to 5 pm on Sunday 24 March;

–          A ban on vehicle traffic between 10.30 am and 4 pm on Sunday 24 March along various streets that may be included in the procession routes. These streets are detailed in Ministerial Decree No. 2019-225, dated 13 March 2019, and include:

• Fontvieille Sector: Av. de Fontvieille
• Charles III and Dorsale Sectors: Place du Canton and Bd Charles III
• Condamine Sector: Place d’Armes, Av. Prince Pierre, Rue de la Colle, Rue du Rocher, Rue Grimaldi
• Rocher Sector: Av. de la Porte-Neuve and all streets in Monaco-Ville
• Avenue d’Ostende Sector: Place Ste Dévote, Av. d’Ostende, Av. Princesse Alice
• Hermitage and Monte-Carlo Sectors: Square Beaumarchais, Square St James, Av. de la Costa, Av. Henri Dunant
• Pasteur Sector: Av. Pasteur
• Sainte Dévote Interchange Sector: Bd du Jardin Exotique, Bd Rainier III, Sainte Dévote Interchange

–          A ban on all gatherings and events on thoroughfares in the sectors listed between 4 am and 5 pm on Sunday 24 March;

–          A ban on flights through the Principality’s airspace, including by drones, from 10 am to 5 pm on 24 March.

In addition, Ministerial Decree No. 2019-226, dated 13 March 2019, introduced a temporary no mooring and no sailing zone for boats, and a no fly zone for helicopters in Monaco’s maritime and air space between 10 am and 5 pm on Sunday 24 March.

Finally:

–           La Condamine Market and the Oceanographic Museum will be closed on Sunday 24 March 2019;

–          There will be no pedestrian or car access to the Rocher via the Rampe-Major, Porte Neuve and Fort-Antoine between 10.30 am and 5 pm. The Rocher will still be accessible via the lifts from the Chemin des Pêcheurs Car Park, where the terminus for the Monegasque Bus Company (CAM) No. 1 service will be relocated;

–          City bus services and intercity coach services will be running to an amended timetable on Sunday 24 March;

–          Passenger traffic at the SNCF Railway Station in Monaco will be restricted between 9.30 am and 5 pm, and stations between Nice and Monaco will also be closed from 10 am to 5 pm.

The Monegasque Government would like to thank residents and users in advance for their understanding in relation to these various measures, which are essential given the nature and significance of this state visit.

In the interests of facilitating the work of the security services and actively contributing to the success of the event, the Government urges all residents and users to fully comply with the provisions that have been put in place. The Government apologises for the inconvenience that these are likely to cause.
