The Principality submitted its third progress report to the Financial Action Task Force (FATF) during its plenary session in Mexico City, held from 9 to 13 February 2026. A Monegasque delegation, led by the Government Counsellor-Minister of Finance and Economy, participated in the event.
“The Prince’s Government welcomes the quality of the dialogue maintained with the FATF, MONEYVAL, and their respective Secretariats. It applauds the positive assessments made, which recognize tangible and effective results, reflecting a significant scaling up of the implementation of the national action plan led by the Minister of State,” said the Princely Government in a recent press release.
Results recognized by the FATF
The FATF highlighted the Monaco’s progress made in the “quality and timeliness of suspicious transaction reports.”
“These advances confirm the effectiveness of the measures implemented and the increasing capacity of risk-based detection and processing systems. They also confirm the success of the accelerated reform of our legislative framework in recent years, with the adoption of a series of successive laws, made possible in particular by the commitment of the National Council,” said the Princely Government.
The staff of the Monegasque Financial Security Authority (AMSF, Monaco’s independent regulatory body responsible for combating money laundering, terrorist financing, and corruption) has increased from 20 to nearly 80 agents in 4 years. Sanctions policy by the AMSF has been strengthened “particularly in sectors exposed to risk (real estate, auctions, and Trust or Company Service Providers)”.
Next phases
In accordance with FATF expectations, the Principality’s next phase is: “strengthening the criminal justice system, particularly through the specialized financial section of the Attorney General’s Office and the recruitment of two additional prosecutors”.
The volume of suspicious activity reports has been growing by an average of 10% between 2023 and 2025. The number of reports sent to the Public Prosecutor’s Office since 2020 has increased by almost 60%.
