The Secretary of State for Justice, Samuel Vuelta Simon, recently presented Monaco’s 2026 judicial plans to representatives of the Prince’s Palace and members of the Government.
Vuelta Simon opened by stating the goal to “make the true nature of Monegasque justice known” without “significant delays… total independence, impartiality and discretion”.
More transparency
Monaco’s justice system has been made more transparent through the recent publication of the Monaco Law magazine (since June 2025) as well as strengthening exchanges with the media, and the launching of the Justice Department website, which will provide “valuable information on its activity and Services”.
Future Justice workers
Vuelta Simon noted the positive work of students from the Monegasque Institute of Judicial Professions Training. “I want to believe that the recent eagerness of Monegasque students to integrate the judiciary of their country is a strong signal we have all been waiting for a long time,” said Samuel Vuelta Simon.
Other recent developments by the Justice department include General Prosecutor recruitments, which will continue this year, and the creation of a judicial reserve. “About ten experienced magistrates will come and strengthen our jurisdictions in case of need,” said Samuel Vuelta Simon.
New Financial Section
The Secretary of State for Justice also spoke about “programmed reforms to prevent, detect and suppress corruption of High Personalities, in the wake of GRECO (Group of States Against Corruption)”. He also spoke about the creation of a financial section, in accordance with recommendations from FATF (Financial Action Task Force’s 40 recommendations to combat money laundering, terrorist financing, and proliferation financing).
These advances aim to ensure “security in our commercial and financial transactions, just as it is already ensured on our streets…and provide as much evidence to our international assessors that the Monegasque system meets the highest standards.”
In closing, the Secretary of State for Justice emphasized the quality of the relationship between the different Ministerial Departments and their Services, which helps “build the systems of the Monaco of tomorrow”.
Fight against Money Laundering Conference in June
The fight against laundering will be further discussed by Samuel Vuelta Simon during an informal conference in June. The conference will be organized by the Ministers of Justice within the framework of the Committee of Ministers of the Council of Europe, which will be chaired by Monaco this year.
