Nearly ten months after taking office, H.E. Mr Christophe MIRMAND has proposed to H.S.H. the Sovereign Prince to strengthen the team working alongside him on a daily basis.
From Monday 4 May 2026, Mr Marc VASSALLO will be appointed Special Adviser to the Minister of State – Chief Public Transformation Officer. Holding a PhD in economics and a degree in political science, he has held various positions within the General Secretariat since 2007, becoming Secretary General of the Government in February 2022. He will be responsible for carrying out cross-cutting missions across government, particularly in the field of the civil service.
Mr Arnaud HAMON, Director of Legal Affairs since 2017, will succeed him as Secretary General of the Government. Holding a postgraduate degree in human rights and public freedoms, a postgraduate diploma in public law of new technologies and information systems, and a qualification to practise as a lawyer, Mr HAMON will bring his extensive legal experience to the Minister of State, alongside Ms Elodie KHENG, Chief of Staff to the Minister of State since 2024. Both began their careers in the private sector and have more than twenty years of experience in public service. Mr HAMON will also be supported by Ms Antonella COUMA, Deputy Secretary General of the Government, who has worked within the General Secretariat since 2018, as well as by a team combining experienced staff and high-potential young civil servants.
Finally, Mr Raphaël SIMIAN, who has until now served as Deputy to Mr HAMON, will be appointed Director of Legal Affairs on 4 May. Holding a PhD in law and a qualification to practise as a lawyer, Mr SIMIAN practised as a lawyer before joining the Monaco civil service in 2015, where his expertise quickly led to his appointment as Head of the Litigation Department.
All these appointments reflect H.E. Mr Christophe MIRMAND’s intention to improve interministerial coordination across government, in order to ensure the effective implementation of government policy in line with the responsibilities entrusted to him by H.S.H. Prince Albert II.
