National Council adopts new Taxi Licence Rules according to “National Priority”

New rules regarding the issuance of taxi licenses were recently adopted by Monaco’s National Council. These changes are the result of lengthy discussions with the Government and were recently published in the Journal de Monaco.

“These new rules are the culmination of a dialogue that has been ongoing with the Government for two years. We sought to establish criteria that are better adapted and fairer—criteria that take into account ‘National Priority,’ accumulated experience, and the essential requirements for maintaining high-quality service,” said Karen Aliprendi, Vice-Chair of the Committee on Finance and the National Economy.

“National Priority” favouring Monegasque Nationals

The first and most significant measure is, according to the National Council, “designed to tangibly strengthen ‘National Priority’ within this sector”. This means that seasonal taxi licenses will be allocated according to a hierarchy of priority: Monegasque nationals, followed by the spouses, ascendants, or descendants of Monegasque nationals, then residents, and finally, non-residents.

This development addresses a long-standing demand of the National Council: that National Priority must be fully applied across all sectors.

Experience Rewarded

Also at the initiative of the National Council, the points-based system used for allocations has been updated, with a greater emphasis placed on professional experience. Previous experience as a taxi driver during earlier seasons is now given more weight. Finally, a revised fare schedule for taxis was also published in the Journal de Monaco in mid-September.

“In addition to reinforcing the application based on National Priority, the goal is to ensure that, throughout the year, there is a taxi service that is sufficiently scaled, responsive, and of high quality—for the benefit of both residents and visitors. Alongside the measures secured, we have discussed with the Government potential solutions that would allow for better anticipation of future needs,” said President Thomas Brezzo.

The Government issued a call for applications for both permanent or seasonal taxi licences between 2 October to 19 October 2026 with the new rules in place.
