Making Monaco more Accessible for Persons with Disabilities

The 6th annual Convention for Rights of Persons with Disabilities took place in Monaco, in association with the International Day of Persons with Disabilities (officially launched by the United Nations in 1992.) Making spaces more accessible and inclusive is important to the Principality.

The Department of Social Affairs and Health, through the Social Inclusion and Disability Division of the Directorate of Action and Social Aid, organised the meeting at the auditorium of the Monaco Technical and Hotel High School.

There was a presentation on the rights of persons with disabilities, presented by Marie-José Schmitt, vice-president of the European Action for the Disabled. Didier Gamerdinger, Government Counsellor-Minister for Social Affairs and Health also attended the convention.

On 19 September, Prince Albert II took part in the opening of the General Debate of the 72nd session of the United Nations General Assembly. Before delivering his speech, the Sovereign Prince laid out the Instrument of Ratification of the Convention on the Rights of Persons with Disabilities. It was made enforceable in the Principality by Sovereign Order on 2 November 2017.

The Principality’s new Instrument of Ratification means creating architecture with larger corridors and staircases, access ramps and elevators. From now on, any building project, or work in an existing building, must incorporate standards that will allow access for people with disabilities. François Lallemand, architect at DPLG Monaco, believes in the idea that the path of the disabled person must not be different from anyone else.

To make sure the law is followed, it will be necessary to integrate these specifications into new building plans.  As soon as a building license is granted, those in charge of the project will have to fill out a questionnaire to make sure that none of the new requirements has been forgotten. Some exceptions may be granted in cases that face technical difficulties related to the building or its environment.
